Pursuant to Section 1-605.02(11) the Board is authorized to adopt rules and regulations for the conduct of its business and the carrying out of its powers and duties.  In addition, Section 1-617.02(a) authorizes the Board to issue rules and regulations establishing a labor-management relations program to implement the policy set forth in Subchapter XVII of the DC Code.
